Sir,
I have the honour to forward in duplicate a
letter dated 13th. January addressed to you by certain officers in the Medical Department on the subject of their salaries. I also enclose copies of a letter dated 15th. May, 1911, addressed to the Principal Civil Medical Officer by the same officers, of the latter's minute forwarding the same and of the reply dated 22nd. September which I directed should be sent to the signatories.

In paragraph 2 of the letter of the 13th. instant the writers ask that their salaries should be subject to an annual increment of £24. I am myself in favour of the substitu- -tion of annual for triennial increments more especially in the less highly paid ranks of the service but unless there is cause shewn for increase in emoluments, and there appears to be no sufficient reason advanced in the present cases, I consider that the increment so substituted should be in round figures the propor- -tional equivalent, actuarially calculated, of the existing in-
-crement. I see no objection to the grant of this concession to the signatories, but if it meets with your approval, the principle should be extended throughout the service.

The reference in paragraph 6 to the duty pay recently granted to Cadets is not in point because such duty pay was granted with a view to removing the disparity existing between the dollar and sterling salaries attached to posts to which Cadets
